Background Information

Moray and Aberdeenshire Forest District, located within the North-East of Scotland, covers an area of approximately 58,000ha of woodlands, ranging from Coastal pine forests in Moray to productive upland spruce forests and the iconic pinewoods of Speyside and Deeside and peri-urban woodlands on the outskirts of Aberdeen City.

The district is silviculturally diverse with a high proportion of continuous cover forestry and large thinning programme. The unit welcomes c1.8million visitors annually with key recreational centres at Bennachie, Countesswells and Culbin.

The District is headed up by the Forest District Manager, and operations are managed by the Area Operations Manager.

The district has a harvesting programme of approximately 350KM3 OBS per annum. The restocking programme varies and is currently around the 700ha, with 1-200ha of new planting being delivered each year. This Forest Management work is divided into 3 beats with each Forester being responsible for all of the FM activities in their beat including contracts for new woodland creation.

Purpose of the Job

Contribute to the Scottish Forestry Strategy and District Strategic plan by supporting the Area Operations Manager in operationally planning, implementing and monitoring the FM work programme in the central beat of the Forest District. This work programme consists of restock and associated maintenance (beat up, weeding, top-up spraying, aerial fertiliser etc.), it also includes an element of new woodland creation.

Delivery will be in line with the UK Woodland Assurance Standard (UKWAS) and internal policy standards, with particular emphasis on health, safety and the environment.

Key Work Areas

  • Operationally plan a rolling 5 year cycle of restock programme.
  • Input into the Forest Management Work Plan process.
  • Deliver a proportion of the Forest District restock programme.
  • Deliver a maintenance programme associated with the 5 year SDA process (and beyond where required).
  • Compile annual business plans for allocated programme.
  • Undertake Business Monitoring exercises every quarter and update cash
    expenditure sheets on a routine basis.
  • Support the delivery of procurement processes associated with FM Framework and Medium Term Contracts.
  • Mentor, support and manage a Works Supervisor.
  •  Contract manage health, safety and environment standards associated with the delivery contractor base.

To support the Woodland Officer in the effective management, maintenance, conservation, protection and improvement of the Company’s trees and woodlands throughout the catchment team area, in order to protect water quality, provide amenity & enhance reputation and maximise sustainable profits.

Job Accountabilities

  • Contribute to the implementation of forest design and management plans for each estate, which should include regular inspection, monitoring and identification of infrastructure deficiencies and dangerous damaged or dead trees and maintenance plans in line with the UKWAS (United Kingdom Woodland Assurance Scheme) and maintenance of Forest Certification.
  • Represent United Utilities at meeting with Local Authorities, Utility companies, contractors etc ensuring that the Company’s interests are protected and the Company’s reputation is enhanced.
  • Carry out accurate surveying and mensuration of sites and crops prior to the letting of contracts and sales of produce, monitor works in progress and provide an accurate measurement of completed works to allow payment to be made to Contractors.
  • Direct and monitor Company employees, contractors, timber merchants and other persons working on trees and woodlands on the Company’s estates, ensuring that contract specifications are adhered to and the work is completed to an agreed standard
  • Ensure that any contractors employed by the Company on tree or woodland works, carry out work in a safe manner and to provide and receive risk assessment and method statements for all proposed works within the requirements of Health & Safety legislation and Company policy & procedures
  • Inspect and report on the condition of specific areas of woodland as directed by the Woodland Officer, including the condition of boundary fences and walls, drains and ditches, access roads, standing trees and damaged, dead or diseased trees
  • Identify and investigate and items of concern or proposals for improvement in connection with existing woodlands or new sites, and recommend solutions for discussion with the Woodland Manager to facilitate the continuing maintenance and improvement of the Company’s woodland asset
  • Inspect and report on the condition of trees and woodlands, identifying any future thinning, felling, maintenance work and recommended remedial actions for other UUNW departments, Tenants or external customers
  • Support the Woodland Officer in the day to day management of the Company’s woodland areas

Knowledge and Skills

  • HNC Forestry or equivalent qualification
  • Understanding of modern forestry strategy and practice including the England forest strategy
